We provide Quantity Surveying expertise and cost advice from inception through to completion and the agreement of the final account.


Our services can be called upon from the very earliest stages of a project to determine the viability of a scheme. Then, as the design is developed, cost planning and further cost checks can be implemented subject to complexity of the scheme, to ensure that the estimated scheme cost can be reviewed against the budget at various stages.


We do not merely report and record building costs but are proactive in ensuring that we advise, manage and forecast costs to ensure value and budgetary control is maintained throughout the construction process.


As part of a project, we not only support the traditional building contract aspects of developments but are also experienced in dealing with procurement and cost managing of direct suppliers and sub-contractors on our clients’ behalf.

PSE Associates full consultancy Quantity Surveying services includes the following:

  • Preparation of detailed elemental cost estimate for client approval.
  • Discussions with client regarding proposals.
  • Attending site acquisition meetings, preparing and agreeing work schedules and specifications in connection with works to be carried out by developers prior to handing over for fitting out works.
  • Involvement in design team meetings as the design develops to ensure that any “refinements” do not dramatically affect the elemental cost estimate.
  • Discussions and advice with the client and other design team members regarding drawings and schedules prior to tender.
  • Preparation of tender documentation, contract preliminaries, specification, schedule of works and, where appropriate, Bills of Quantities.
  • Tendering works to a select list of contractors or negotiation with single a contractor.
  • Receipt of tenders, detailed analysis and compiling of tender report on results.
  • Attendance at pre-start and post-contract meetings.
  • Preparation and issue of contract documentation.
  • Assistance with obtaining direct purchase quotations and subsequent analysis, issuing of orders and checking of interim and final invoices, etc.
  • Regular attendance at site meetings as necessary to ensure effective cost control and reporting.
  • Agreement of interim valuations and final accounts.
  • Issuing of final cost report and preparation of revised capital statements showing actual expenditure.
